As an unique area, Nordic is famous for its high welfare and their people’s high sense of happiness. As an admired region, their happiness not only lye on its cradle-to-grave welfare conditions, but they also have rich mental conditions. Nordic countries pay great attention on education and always put people’s quality and their lifelong learning ability first and foremost. Thus, Nordic countries are learning society. In new century, the comprehensive quality of the domestic is lied on national long-term development strategic position under the boom of global lifelong learning. To China, as a rapid developing country, establishing a learning society is the goal of the common effort of all the people. In other words, to improve adult’s comprehensive quality and their ability of lifelong learning is an important measure to realize lifelong learning society in China. This paper tries best to analyze the background, the history development process and the main mode of Nordic popular education based on literature method, historical method and comparison method. In this paper, the advantages of the Nordic popular education are also summarized, and the enlightenment for building a learning society is put forward in our country.The study on Nordic popular education is divided into five parts in this paper. The first part is the introduction to the study of domestic and foreign literature review. The background of this study and the definition of relevant concepts are also introduced in this part. The second part is the elaboration of its background and thought origin from the perspective of historical analysis. In the third part, this paper focuses on the historical development process and policy guarantee of Nordic popular education. The fourth part is to analyze the status quo of current situation in Nordic popular education, especially focuses on two main modes of the education implementation. The last part is the conclusion of characteristics in Nordic popular education and its enlightenment to Chinese building a learning society.
