Chinese agricultural society is in the process of comprehensive and profound modernization with agriculture transforming from traditional type to modern one, and the identity of farmers shifting from concept to profession. The transition cannot make it without the cultivation of new farmers who receive high education, learn certain technique, are adept at management and could start their business. A big boost in farmers’ education level and professionalization process is a must to bring up a force of new farmers, which is the urgent requirement of the puzzle, "who is to farm", the core to develop modern agriculture and promote new urbanization, and the meaning of new socialist countryside construction.This paper selects new farmers in Fujian Province as an object, and researches on the basis of the assumption that the professionalization of farmers’ are affected by two factors which are farmers’ deficient knowledge about enhancing qualifications and professionalization, and government’s insufficient support to the promotion of farmers’ qualifications. This essay unfolds under the line of "background description-theoretical analysis-empirical research-policy recommendations". Based on the literature review and relevant empirical research, the paper describes the inadequacies of Fujian new professional farmers’ education promotion, and objectively analyzes the factors affecting new farmers’ qualifications enhancement. Then author put forward to the feasible countermeasures on the basis of empirical investigation of new farmers’ qualification enhancement and comparative studies of farmers’ qualifications promotion in countries with developed agriculture.The whole thesis is divided into seven chapters. The first chapter is the introduction to the background and meaning of the research. In this part, ideas, content, methods and originality of the study is put forward based on the literture review of researches on new farmers’ qualification enhancement and professionalization at home and abroad. The second chapter theoretically analyzes definition of related concepts, theories and factors affecting new farmers’ qualification enhancement, thus further presents the necessity of new professional farmers’ qualification enhancement. The third and fourth chapter is empirical analysis. Fujian Province is taken as a case to elaborate the specific conditions of Fujian new professional farmers’ education promotion project under the background of modern agriculture development and urban-rural integration and discover some problems in the process of project implementation such as trainees’deficient awareness of receiving education, lack of educational opportunities, and unreasonable curriculum design. After that, a preliminary analysis is conducted. The Fifth chapter makes a comparative analysis between China and some other countries with developed agriculture such as the United States, France and Japan, etc. The writer explores international experiences in qualification enhancement and Professionalization of farmers, makes foreign things serve China as a reference for the innovation of the professionalization of Chinese farmers. In the sixth chapter, the author put forward three proposals to Fujian new professional farmers’education promotion project. Firstly, it is necessary to establish a complete system for enhancing new professional farmers’qualification. Secondly, the construction of rules and regulations to enhance new professional farmers’ qualification must be strengthened. Finally, the establishent of related safeguards should not be ignored.
