With the rapid development of vocational education connotation construction, more attention has been paid to the secondary vocational teachers training. But the training always focuses on backbone teachers and ignores new teachers’training, there are some problems, for example, the training content isn’t clear and the methods of training are not reasonable. It is low correlation between the secondary vocational new teachers training and competency standards. At the same time new teachers’ training is passive. It is lack of analysis of the new teachers’ self-demands.Based on the analysis, this paper proposes a new teacher training ways which are based on competency standards and on the basis of international comparisons. It shows present situation and problems of the current teacher training, Objectively It analysis the vocational training demands of new teachers, thus improving the Shanghai proposed new vocational teacher training proposal. The value of this paper is showing present situation and problems of the current teacher training, Using the model to analysis comprehensive assessment of the training needs, and to put forward feasible suggestions to enhance the effectiveness of training the new teachers in secondary vocational schools in Shanghai city.The paper consists of five chapters. The first chapter is the introduction, mainly introducing the research background and significance, literature review and research ideas. It elaborates the theory and research of the new teacher training in the secondary vocational schools, reorganizes research ideas and makes the research method clear. The second chapter researches the competency standard and the new vocational teacher’s training experience from the perspective of the government at home and abroad. It proposes the ideal training pursuits combining with the competency standard of the vocational teacher. Those training pursuits include principle, target, content, implementation and valuation of training. The third chapter is the research on the current situation and problems of the new teacher training in the secondary vocational schools in Shanghai city. The paper emphasizes analysis of questionnaire and interview. It shows the current situation of the new teacher training and issues such as training content, training time, and training mode. The fourth chapter based on the training problems. It analyzes training demand of the new teacher in secondary vocational school training combining with competency standards. Finally, it finds the training content and proper time that the new teacher really needs. The fifth chapter puts forward to the advice that improves the training of new teacher in the secondary vocational school from two aspects of training factor and guarantee mechanism.The conclusions and suggestions of this study include three aspects:1. New teachers’ training in secondary vocational school should be set out according to the standards of secondary vocational teachers’ ability.2. The new teachers’training should be based on the analysis of the teachers’ training needs; The new teachers of different types have different training needs on knowledge and skills.3. Aiming at the Shanghai vocational training new teachers problems, Combining with the new teachers’ vocational training demand, proposes are focused on two aspects of internal and external, the aspect of internal:Training content and modular should be presented in sub-categories ways, highlighting the practical content; Training time is based on the actual situation of the development of teachers and school, embodying flexibility; Training methods focus on the rich and practical, to carry out "division with only" form, etc. the aspect of external:Improve vocational teacher competency standards; Launch vocational new teacher training needs analysis in systematic way; Establish new teachers Archives; Improve vocational training policies and regulations, funding and other incentives.
