Vocational schools are the places where the national professional and technical personnel are intensively trained, they cultivate a batch of excellent professional talents for the country. Of course, the cultivation of the outstanding students can not be successful without the excellent teachers team, especially the specialized teachers team of the school. High quality and high ability professional teachers team is an important power to promote the development of vocational schools, it is an important wealth of the school. To study the development level of a vocational school, we must focus on the research of the school’s teaching condition and the professional teachers’ ability and teaching quality.With LMH vocational schools as the main research object, this paper studied what competence characteristics excellent teacher should have by selecting part of the teachers at the school as sample, applying competence characteristics model theory and methods of BEI, then built the preliminary competence characteristics model of the vocational school teachers. This model provides a tool for reference for the management work of revealing the teacher’s competence level, the hiring and evaluation of vocational school teachers.This study argues that the teacher competence model can be used for quantitative assessment, evaluation of vocational school teachers’ competence. The evaluation results can be widely used in all kinds of vocational school teachers recruitment, training, performance appraisal, incentive scheme design and other management work. Therefore, all kinds of vocational schools should stress the study of teachers’ competence characteristics, construct and apply competencies model in teaching staff management actively according to the actual situation of the school.Based on competence model analysis, the main conclusion of this study is as follows: in the process of vocational school teacher recruitment, schools should pay attention to the intrinsic quality and innovation ability of teachers; in the process of teachers’ training, schools should take targeted training measures according to the evaluation of teachers’ competence characteristics; On teachers’ performance appraisal and incentive scheme design, schools also should give full consideration to the teachers’ competence characteristics, combining performance with ability closely.
