With the rapid development of the computer,communication technology and education informationization, social demand for talents is higher and higher, the traditional teaching can’t meet the needs of learners who want to learn anytime, anywhere.As mobile situation technology is widely applied in various fields, mobile learning of teacher evaluation has become today’s hot topic. Mobile learning model can be based on learners’ current needs and academic environment and the change of learning equipment, learners can choose the most appropriate teacher to solve the problems, so that learners can be served better, faster and more efficiently. How can we select the most suitable teachers to help learners to solve problems efficiently, and whether the teachers can meet the needs of learners, teachers’ evaluation is particularly important. Nowadays, the mobile scene teaching modle has been gradually accepted, so scientic and objective teaching evaluation are be taken more and more seriously, moving scene teaching evaluation has become the core content of the whole mobile teaching management, therefore, the development of a set of suitable mobile teaching evaluation system is of great significance.This paper based on a large number of literature reading, summarized the teacher evaluation system and relevant learning theory at home and abroad, and the moving scene study of teacher evaluation and index weight calculation modeling, this paper expounds the mobile learning based on genetic algorithm under the teachers’ evaluation model research, and questionnaire survey was conducted in a mobile learning platform, to select teachers evaluation index, with the support of evaluators real data, using the analytic hierarchy process(ahp), genetic algorithm, fuzzy comprehensive evaluation method for comprehensive evaluation of teachers evaluation.This paper analyses the development of a variety of teaching mode of teaching evaluation at home and abroad and the status quo, according to the moving scene teaching actual situation, determine the specific evaluation index system; Secondly, using the analytic hierarchy process(ahp) to establish a hierarchy structure model, and uses the [1, 9] scale interval method to establish the index layer between two comparative judgment matrix, thereby reducing the decision makers of maximum subjectivity; Then, by using the genetic algorithm to make judgment matrix of each index weight calculation, and the consistency of the inspection, the result data shows that using the genetic algorithm to calculate the index weight can make judgment matrix has more satisfactory consistency, it is concluded that the weight of close to the actual situation more reasonably; Finally, because the teacher evaluation of the evaluation index are fuzzy uncertainty, so in the evaluation of teachers using the fuzzy comprehensive evaluation method, establishes a fuzzy comprehensive evaluation model based on genetic algorithm, this mathematical model is simple, and easy to grasp.In order to consider the various factors in the evaluation of teachers, a linear com bination of the two evaluation scorewill be last evaluation results to make the evaluation results more comprehensive. In order to better reflect the advantages of the fuzzy comp rehensive evaluation model, the paper finally adopted the scoring method through exper iment contrast, traditional students scoring method of teacher evaluation is simple and e asy, but is not very comprehensive, fuzzy comprehensive evaluation method based on genetic algorithm of teacher evaluation model for teachers’ teaching level makes a more scientific, comprehensive and objective evaluation, providing a good method for the m obile scenario teaching of the teacher evaluation.
