In the context of invigorating China through the development of science and education,universities cultivating innovative technical talents receive more and more people’s attention. Level of scientific and technological research in university becomes one of the reference standards of people’s awareness of higher educational institutes’ running level. In recent years, the amount of universities’ research projects has increased constantly; the scale also expands each year. How to make statistical investigation on scientific research information, scientific research achievements and research team information of each college, and do effective analysis of spatial distribution of scientific projects from different regions and universities, which are directly related to the evaluation on level of research and competitiveness in colleges. However, systems about statistical survey and analysis on universities’ scientific projects in spatial statistical unit are relatively less, so there exists larger exploring space on system research.This paper aims at carrying on research on overall distribution of universities’ scientific projects from the perspective of spatial statistics and analysis. We analyze current study status about spatial statistics and analysis system on scientific research projects in universities in detail; also we employ software development technologies, for example, data access technology such as ADO.NET, interface design technology WPF, and the secondary development technology of Arc GIS Engine. Then, combining the characteristics of universities’ research projects, also under the guidance of concept on spatialization of entities, we implement spatial statistics and analysis system on scientific research projects in universities from the actual needs for the system. In this system, we can do statistical survey and analysis on scientific research projects in universities based on spatial statistical unit. It also can help us understand the spatial distribution characteristics of difference of research capabilities in each college, and provide reliable technical support to national or colleges’ follow-up research projects investment in universities. The principal contents and results included in this research are as follows:(1) We make detailed requirements analysis of spatial statistics and analysis system on scientific research projects in universities from several aspects, such as function demands, data requirement and performance needs. Based on requirements analysis for this system, we carry on database design and database design and functional module design of spatial statistics and analysis system on scientific research projects in universities.(2)By using the popular GIS development technology, interface design and database access technology, we build the three-tier architecture system of spatial statistics and analysis on scientific research projects in universities. In this system, we implement some major functions such as attribute query, spatial query, regional statistics, special statistics, personnel distribution analysis, data import and entry, project management, map output and so on.
