After the thirty years of reform and open- up policy,college graduates have made great contribution to our nation’s prosperity and modernization construction. However, recent years, with the college expansion policy carried out, the number of college graduates is increasing dramatically, and stay high for years. Therefore, it has caused many social problems, for example, the college graduates’ employment quality is not good enough. Due to the system flaw and the lack of responsibility, many college graduates at work cannot benefit from normal occupational welfare and social insurance,which leads to low job satisfaction and unable to work hard etc.this phenomenon goes against social and nation development.Thus, it is very urgent and important to study college graduates’ occupational welfare and social insurance.This article is based on the perspective of occupational status attainment theory, to study the occupational welfare and social insurance issue of Hunan college graduates who graduated in year 2013. The study use questionnaire survey, conducting stratified random sampling survey in fourteen cities in Hunan.The respondents complete the “ Hunan college graduates’ employment quality survey” questionnaire, and we collect it and type into computer, using SPSS19.0 software to do data analysis. First, using descriptive analysis analyzes the current situation of college graduates’ occupational welfare and social insurance. Then, using correlation analysis and multiple linear regressions analyze human capital and socialcapital’s impact on college graduates’ occupational welfare and social insurance.The empirical research results are as follows:(1) the current situation of college graduates’ occupational welfare and social insurance in Hunan is not ideal. The coverage is not enough, and graduates’ consciousness of rights-protection is low.(2) Human capital and social capital affect the acquisition of college graduates’ occupational welfare and social insurance. The urban and rural background, graduate school type, scholarship, parent’s annual income, college employment guidance and services have a significant impact on college graduates’ occupational welfare and social insurance.Based on the deep analysis of the research results, this paper gives suggestions from graduate, college, employer,government four aspects to improve college graduates’ occupational welfare and social insurance. It include:(1) The government should improve employment environment, expand employment space.(2)Employers should establish the people-oriented concept for employment.(3)Colleges should increase students’ overall ability, enhance career guidance.(4) College students should store human capital and social capital during their school life.
