Post allowance system (PAS) is an innovation method of distribution system in college and university. This paper focuses on the encourage effect of PAS's implementation, so it has realistic meaning for improving higher education reform, consummating university PAS, pushing forward PAS practice.As an effective way to collocate the university's resource, PAS has created great influence on improving the teacher's living treatment, their enthusiasm for work, cultivating the university's competition force, forming attraction for excellent human talents. It also improves the universities' teaching, research and management. In addition to its positive action, PAS also has some problems, such as the unification of value index, the implementation of the MBO (management by objective) and the improvement of the equity of value. The author investigates some universities that have implemented the PAS for a period. Beginning with the positive action and existing problems of PAS, the author gives a utility analysis based on the agent theory, and puts forward some operational suggestion for the current problems.Firstly, this paper applies the contrast research method from international view, the author contrast the compensation system of the United States, Japan, India, Hongkong and China, and finds the relationship between the compensation system and university's competition force. Then the author explores the principle and skills of designing the PAS connecting with the Milcovich & Newmans' model of compensation.As for the theory analysis, this paper gets deeply analysis on utility of PAS based on the agent theory. Because of the character of human capital of teachers in University, thus create the game between the teachers and supervisor for the benefits of their own. Especially, how to satisfy each side under the condition of limited capital, the author introduces the rank-ordertournament to the domain of University allocation from the corporation.In the aspect of practice test analysis, we visited some universities and collected related datum. In J University, we use questionnaires and make a statistic analysis on the feedback information. At last, we give some operational suggestion on improving the PAS.This paper emphasizes the connection between the theory and practice, and tries to resolve the current problem. As to the research methods, we combine the qualitative and quantitative ways, such as the questionnaires investigation, interviewing, contrasting research, agent theory etc, and try our best to make it according with science, normal and practicality.
