In China, how to promote quality education is a matter of social common concern. For a long time, utilitarianism is plaguing the development of primary and secondary education. One-sided pursuit of enrollment rate and heavy academic burden on students and other issues appears in Educational practice. Under the college entrance examination pressure, "examination-oriented education" has become a helpless choice of primary and secondary schools. Facing the arising contradictions and problems, the education sector has embarked on a discussion and research of "Educational Ideology, clear educational goals". In practice, some quality training and education reform aimed to expand the experiment continue to emerge, laid the theoretical and practical foundation for the further development of quality education. Education departments at all levels have also made a number of policy measures to promote quality education. However, the public is not satisfied with effectiveness of quality education in primary and secondary schools, the effect of primary and secondary education quality is not the ideal situation is not to be changed in essence. This article focuses on systems management perspective, using systems theory and principles, taking methods of empirical analysis and theoretical exploration, analyzed quality of the defect phenomenon and corresponding countermeasures of primary and secondary education.This essay contains five parts. The first, relevant concepts definition and theoretical basis. Through data analysis and expert interviews, illuminate major problems exist in primary and secondary education practice, and in depth analysis has been made from a perspective of system composition. Studies suggest that:due to the structure of primary and secondary education system is flawed; educational function existence of errors led to management efficiency is not high, utilitarian education spread. In practice, highlights the "examination-oriented education" tendencies. This is the main crux of efficacy defect of quality education in primary and secondary schools. To solve the problem of quality education efficacy defect must adhere to system optimization and overall advancement strategy. Focus on the entire school system structure and function adjustment. Restructuring of the school system should center on primary and secondary education system improvement and based on a foundation of promote balanced development of education. Function adjustment of school system should lead by deepen the reform of examination and enrollment system; focus on teaching management system reform. At the same time, to promote the implementation of the concept of education in the entire process of reform. By fully optimize all aspects of primary and secondary education system, the formation of fully functional, virtuous circle of organizational systems to overcome arising problems of misleading because of structural defects and functional defects.
