Behind the social competition, competition is human capital "thickness"; behind the exam competition, hides the energy overdraft of learning. Primary and middle school students course load has long been a problem, and gradually evolved into one of the hot and difficult problem in basic education, concern for the society. At the same time, reducing the heavy course load attaches great importance by the state, the government and related education department, and is up to the policy level. Although several governance, but with little success. At present, the city primary school students are still immersed in the heavy course load of suffering? What is their current situation ? Course burden is heavy or light? What form? What are the deep reasons for this situation? How do we face, what measures are taken to most effectively promote the health of body and mind development of the city primary school pupils?......this series of problems are worth further study.This research through the case study, select a primary school of the city by questionnaire and interview, found that city elementary school student course load heavier is still there, mainly includes two aspects of objective and subjective, objective aspect mainly for students sleep time is insufficient, the class hour quantity is more, more classes, etc.; the subjective aspect is a lot of students’ learning motivation is external motivation, has a strong utilitarian, lack of learning interest and passion itself, lack of learning motivation. These problems certainly will be not favorable to the development of the physical and mental health of teenagers.Investigate its reason, mainly is:the family as "authoritative owners" lack responsibility, but blindly pursuit maximum benefit; conflict between quasi groups is intensified, school management is in the form of a single, ignoring the main needs of teachers and students, teaching burnout convex, the classroom is not efficient compression student psychological disorders, poor self-regulating power; the scarcity of educational resources neglected and poor institutional adjustment of the educational resources; deep-rooted social and cultural traditions, inequity distribution system.The new curriculum reform continued to develop in depth, and the quality of education today is steadily advanced, alleviate the city students course load has been crunch time, therefore to reduce the intensity of the conflict of parents, to create a good family environment; school provides a communication platform, encourage the growth of teachers’ rights consciousness awakening; teachers should pay attention to the class vivid, changes to the scientific research type teachers; students should strengthen awareness of subjectivity, to ease the pressure automatically; the administrative departments of education should promote the transformation of "enforcement authority structure", promote the evaluation system to regulate the update; social should supervise media, give full play to the education function of community.
