| From the 1970 s, family planning policy has been introduced in China, has for more than 40 years so far, it has effectively controlled the population growth in China, greatly reduce the pressure on resources and environment, it also brought hundreds of millions of the one-child family. Due to the high risk of one-child family, only children because of illness or accident and died prematurely also produced a special group-’lost their only child’family. According to the 2010 China health statistics yearbook, according to the’lost their only child’family quantity more and more, at least 76000 new people every year.’Lost their only child’family problems has gradually become into a serious social problem, need close attention of the community.By going through the consult literature, theory books and some academic works, this paper is supported by hierarchy theory of needs, social support theory, the government functions and the social management innovation theory. It took an example from Y district in Xuzhou of Jiangsu province, and synthetically used local research and survey method to analysis the age distribution, situation and demands of’lost their only child’family members. And from the typical case interview, it is researched and analysis the straits and the social support demand and of the families in sprite, economy, pension and health care. It also expound the status of current social support to’lost their only child’families from aspects such as policies, measures and effect. And the cooperation of the government, community and social organizations has solved many practical difficulties for the’lost their only child’ families and lead to a good effect and social identification. But in the process of social support implementation, some problems also arose, such as the liability and the power is not clear, the inadequate rules system, linkage is not fit, support content is not real and lack of supervision and evaluation, etc. These problems need our attention and should be actively solved.In order to avoid all kinds of problems arising from the social support, and better resolve the problems in aspects of spirit, economy, pension and medical which the’lost their only child’family members faced, and establish diversified social support system which lead by the government, supported by the community and social organizations, as well as make clear the responsibility and authority of the government, community and social organizations. The government need to provide the top-level design for the ’lost their only child’families, assign the family planning departments at all levels to set up specialized support organizations for the families, manage their records, establish and perfect the regarding laws, policies and regulations; the community should give the specific implementation of the support for the ’lost their only child’families, master the families situation dynamically, communicate with the government departments in time, make full use of abundant resources, help the’lost their only child’families in a variety of forms, and encourage the members to participate in community activities, so as to move out from the shadows of their life’s and return to the society; social organization of enterprise funding, social donations, providing a wide range of professional support institutions and social volunteers, under the leading of the government, to carry out various forms of support activities and meet the personalized demands of lost their only child’ families. In addition, the establishment of social support system for the’lost their only child’ families also need to perfect its evaluate system. Evaluate regularly, praise the advanced, motivate junior and form an organic combination of the government, community and social organization. Let each person to do his job according to his ability, and let the members of the’lost their only child’ families live happily in their later life, as the life for them oil be’old but be raised, old but be accompanied, old but be happy’... |
