Education is always the base for a national development even during hundreds years.With the life level enhanced and the education concept changed continuously, theprofession of counseling and training for the child and youth has developed rapidly. Itproduces not only huge market returns, but also several problems involving the nature ofeducation. In these problems, the most remarkable one is the staff construction, i.e. teachingstaff construction. Although some training institutions have got limited achievements onthis region, the performance is still unoptimistic, especially on the aspects of investigationand analysis for teacher resource management and teaching staff construction. In thisresearch, the main problems and their causes about staff construction have been outlinedpreliminarily, in order to improve staff construction of S training institution and builthigh-quality teaching staff. In the mean time, this research can also provide reference andreference for the same region or the same kind of training institutions to built teaching staff,enrich the theory of teacher resource management and teaching staff construction, andpromote the scientific development of staff management in the training industry.This paper consists of five parts:(1) IntroductionIt includes the selected topic background, research significance, contents and methods,and research status.(2) Relevant theories reviewThe theory of teacher resource management in training institution has been explained.The humanistic theories and motivation theories have been focused on, and the effects ofthese two theories applied in teacher resource management for training institution havebeen preliminarily discussed.(3) Analysis of employee situation, problems on staff construction and the reasons ininitial stage of S training institutionS training institution is the main object of this study, and the other institutions of thesame enterprise groups and the same kind were also investigated. Based on thequestionnaire method and interview method about the staff management status in the initialstage, the main problems and their causes have been discussed and analyzed for the staffmanagement of S training institution.(4) Discussion on basic strategy to improve staff construction in the initial stage of Straining institutionThe strategy were put forward mainly from establishing the scientific managementidea, improving management policy and organizational structure, and practicing scientificoperation strategy.
