In recent years, with the rapid development of the economy, the largeengineering projects have been launched. The social risk events caused by theproject are getting more and more frequent. The main reason is that the socialassessment of the project is still not perfect, ignoring the risk evaluation of socialstability, especially the negative impact on the evaluation of project stakeholders,affecting the smooth implementation of the project to play and sustainability ofthe target.The paper focuses mainly on the negative effects of project stakeholderswhich can be produced by the construction and operation of the project risk. Ittry to avoid the incident brought by the social risk event.This paper discusses in the following aspects. Firstly, through literatureanalysis, we discuss the theoretical basis of the project risk management andsome aspects of social stability evaluation index system, as well as the project ofsocial stability risk analysis methodology model. Then, identifying the socialstability risk of the first project of the Harbin City Rail Transit Line andquestionnaires, we give a detailed description of the project, followed by thedescription of the main points of risk identification. The risk include: the legalityof the proposed project, the public participation, the project site surroundings,the views of the stakeholders and the attitude of the media. We take a univariateanalysis of the major risk factors and detailed exposition. Besides, we alsodetermine the level of risk of social stability of the project, as well as the resultsfor the size of the risk prediction. Finally, we give some measures to develop theprinciples and for the implementation of the project to minimize the impact ofthe risk. Some suggestions and a summary of this article are given.
