Nowadays, our country face an important strategic task of building a learningsociety and learning system of lifelong, which will become an important part ofChina’s modernization and the construction of a well-off society, but also will bringnew opportunities and challenges to the reform and development of education ofChina, and will promote the development of education. Accelerating thetransformation of economic development mode and the construction of an innovativecountry, is inseparable from training skilled personnel from technical and vocationaleducation.Currently, in order to improve the quality of the majority of workers and promotethe modernization, development of vocational education must be paid attention as thepriorities and an important means for the China’s high-speed economic and socialdevelopment, which requires us to pay more attention to the establishment ofvocational education system.Development of the college upgraded education is not only the requirements ofChina’s economic development and social progress, but also an inevitable choice forthe diversification requirements of the structure and type of higher education in thepopularization process, which is also an important initiative of building a flexible,open system of life-long education, and a life-long learning "overpass".This study conduct research on China’s vocational upgraded policies from theperspective of the needs of vocational students based on the basic theory of education,and analyze the rationality of the upgraded policy based on the demand of vocationalstudents. This study attempts to provide a new theoretical explanation and empiricalevidence for the theory of fair education, popularization of higher education and labormarket segmentation. This research can provide reference and help for the policymakers of vocational students upgraded policy to make a right decision, and help toguide the right flow and rational allocation of the social education resources, and helpto build the system of life-long education and a life-long learning "overpass".The key point of this study is that the research is basing on the theory ofeducation; using method of literature research and empirical investigation; sort out thetexts, documents of the upgraded policies from China’s central and local, themonographs, papers, investigation reports and other literature of experts and scholars on ungraded research; make a comprehensive sort of historical evolution and currentsituation of the upgraded policy; through a survey of two groups associated with theupgraded policy such as the vocational students and that has entered the highercollege for studying after passed the examination, to find out their views on upgradedpolicy; analyze the demand of upgraded vocational students, make some proposals forreforming the current upgraded policy.This study showed that students in vocational education exhibit strong demand ofopportunities for upgraded, upgraded proportion, the college of upgraded and themajor of applying; and there are gaps and contradictions between existing policies andupgraded students’ needs. This study presents a sound and perfect vocational upgradedpolicy, which will help train high-quality talents and achieve healthy communicationbetween the general higher education and vocational education, and also will help topromote the establishment of a more reasonable and perfect modern vocationaleducation system, and also will have important theoretical and practical significancefor the building of a harmonious society and a lifelong education system in ourcountry.
