Different from the traditional top-down management of university, universitygovernance emphasizes the power of configuration between various stakeholders.Teachers’ participation in university governance here refers to the teachers as the mainbody involved in university governance structure and the decision-making process.In recent years, our country·s reform of university focused on the rules andregulations of the academic power to guarantee teachers and organization construction,but many researches have shown that the academic power of university teachers hasnot been changed. Why university teachers in china can not effectively participate inuniversity governance? This problem needs to think and solve in current reform ofuniversity. This paper use institutional design as the perspective,the game theory as ananalytical tool to analyze this question.Try to find out the reasonwhy teachers cannoteffectively participate in university governance, and put forward the correspondingcountermeasures and suggestions by text analysis and empirical research.This paperanalyzed the supply of institutionfrom a local key university.At thesame time,this paperinvestigated the current situation of teachers’ participation inuniversity governance, to understand the teachers’ willingness to participate inuniversity governance.The results show that the imbalanced currentinstitutionbetween supply and demand of teachers’ participation in universitygovernance system.From the perspective of system design, this paper analyzed the governance ofteachers’ participation. it concludes that the present system design supply less thandemand, lack of effectiveness for system design, the current system of "Northparadox".These conclusions use game elements and game models to analyze therelationship between teachers and other bodies, the administrative director, we canknow that the recent game pattern belong to Unilateral Prisoner’s Dilemma. Theauthor find out that the party and administration management system design is mainreason of teachers cannot effectively participate in governance,mandatory change wayof our university system isan important reason of the current situation, institutiondesign is not reasonable is the essential reason for the uneven distribution of gameparticipants.At last, the countermeasures and suggestions are proposed according toanalysis of the causes.In order to enhance teacher·s participation in university governance, promotecooperative game, institutional design needs to follow the principles which match thecharacteristics of academic organizations. Relevant laws need to be developed. The university need to improve the rules and regulationsoforganization, adjustthe current institutional design, as well as the academy.
