the modernization of university governance capabilities and overcome the existing institutional and institutional obstacles.The university aims to build a socialist university with Chinese characteristics in a new era,and to cultivate more socialist builders and successors with a full-scale development of ethics,intelligence,beauty and development.Talent cultivation is the fundamental mission of the university.Enhancing the ability and level of personnel training is also the core of the modernization of university governance.University,by its nature,is a cultural institution,and it is necessary to actively play a role in cultural education.University system culture not only plays a proper role in educating people in university culture,but also embodies the rich connotation of university system itself.It is a key factor in promoting the modernization of university governance.In 2016,General Secretary Xi Jinping stressed at the national ideological and political work conference for colleges and universities that the foundation of colleges and universities is to focus on cultivating the morality of talents.It must focus on cultivating talented people's morality as the central link.Through ideological and political work throughout the entire process of education and teaching,we must pay more attention to cultivating people and educating people.Therefore,cultural education can be regarded as a method of ideological and political education and an important means to promote the cultivation of university talent.Therefore,in the eyes of institutional culture,it is of great practical significance to explore the internal relationship between institutional culture and the ability of university governance,and to propose a way to promote the modernization of university governance.As the universities have become the center of the society from the margin,they are not firmly isolated in the tower of ivory.The development of universities should both follow the logic of internal development and adapt to the changes in external social environment.The improvement of the capability of the stakeholders toparticipate in the governance of the university will closely combine the changes in the logical operation of the university itself and the social environment,and the university system culture will also change with the development of the environment.Institutional culture is the key factor in the modernization of university governance.In the course of the development of Chinese and western universities,the relationship between institutional culture and the ability of university governance are very close.First,the culture of university institution and governance capacity need to adapt with the development of social economy.Second,the system value orientation of cultural construction directly affects the capacity of the university governance.Third,the foundation of institutional culture is institutional effective supply and institutional adjustment.Fourth,the coexistence of normative institution and free culture can promote the capability of university governance.The relation among government,universities and the society is always an universal and global problem in the development history of higher education,also the core problem for system reform of higher education in all countries.Thus naturally the general capacity of universities governance encompasses the governance capacities of these three basic bodies,while the key to modernization of universities' governance capacity is modernization of capacity of basic governance bodies for universities.Yet,currently a realistic dilemma is before the three governance bodies of government,universities and the society in governance capacity of university,i.e.the governmental administration authority goes beyond its capacity;The universities' capacities of independent running is being weakened,and the society's capacities of participation in universities governance is low.The root of the system culture that led to this dilemma lies in the misunderstanding of values,lack of systems and operating mechanisms,and weak implementation of the system.Therefore,in order to eliminate this dilemma,we need to strengthen the construction of the institutional culture,build a new relationship between the government,the University and the society,and let them govern the universities together on the basis of cooperation and consultation,and improve their overall ability to use the university system and mechanism to manage the various affairs of the University.In particular,we can promote the modernization of university governance from the aspects of building basic principles,rationalizing the value system,perfecting the rules and regulations,perfecting the operating mechanism and strengthening the implementation of the institution.
