In May1906, the Qing Government abandoned XueZheng(the ProvincialEducational Commissioner) and established TiXueShiSi(Department of EducationProvincially) in all provinces, so did Guangzhou Province. In other words, thereformation of educational administration in the late Qing Dynasty caused a chainreaction in Guangdong Province. Adhering to the regulations made by XueBu(theBord of Education) and considering the actual situation in Guangdong Province withsome amendments, the structural establishment and personnel structure of TiXueShiSiwere settled and the funds was afforded by local government alone. After theestablishment of Guangdong TiXueShiSi, it standardized the management of modernschools to a great extend, attached great importance to study abroad and overseasChinese education, fully played the role of the Education Inspector Provincially as abridge and greatly promoted the standardization and specificity of modern educationin Guangdong Province. Guangdong TiXueShiSi, as an institution under thejurisdiction of XueBu, was in charge of the promotion and implementation of thepolitical orders issued by XueBu in Guangdong Province; Meanwhile, it wascircumscribed by the Viceroy of Liangguang and needed to share part of theadministrative power of education with local power gentry. To deal with the authorityrelationship with all parties reasonably was an important guarantee for GuangdongTiXueShiSi to implement its administrative power of education.
