The essence of competition in schools is the competition of talents and teachers.Therefore, vocational teachers as key players in vocational education and highervocational colleges are the decisive force in the efficient development. Thus thecurrent imperative issues must be addressed in higher vocational colleges is how tomotivate talent better and tap their potential advantages completely.Therefore human resource managers of higher vocational colleges need toaddress the problem on how to deepen the reform of distribution system and theestablishment of a new system of remuneration incentives for teachers in order toincentive and guide them to play the better role in their place within the framework ofdevelopment strategies. Compensation budget and control is an importantmanagement control instrument in an university and it is a powerful tool to ensure therealization of strategic target.With the perfection and the development of the social market economy systemagain and again the universities have achieved some success. But lacking of fundsand ill-management are blocked in university and limit the further development ofuniversities. However, compensation management in universities still exists someproblems at the aspects of the budget system, compilation method, compilation cycleand budget control. The research on how to solve the issues in budget managementcan accelerate the development of university and is valuable on both theory andreality. In order to resolve these problem universities must strengthen thecompensation management and improve the optimized allocation of funds throughestablishing perfect budget and control system.The author learns from domestic and foreign findings on compensation budgetand control and uses many research methods and teases the existing problems andreasons of problems on budget and control of current compensation management onthe foundation of research on the existing documents. And then the author analyzesthe possible block for improving compensation budget and control and puts forwardown reform assumption and security measures according to the profession feature of teachers in universities.
