Since2001, China has raised a wave of transferring management right of scenicspots, which the government transfers the management right to private enterprises onthe premise of keeping the scenic spots state owning to realize the separation ofmanagement rights from proprietary rights. Taining county in fujian province inpossession of rich natural resources and cultural sights transferred the managementright of Great Golden Lake and Jiu Long Tan to two private enterprises, which madeit be one of the earliest counties to transfer the management rights. However, with thegreat development of tourist industry in a few years, Taining government again putforward the plan to take back the management right.By means of Pierre Boundier’s field theory and the field research ofanthropology and the investigation of official-business relationship under thebackground of the transfer of management rights of Taining scenic spots with thevisual view of social capital, the text reveals how the political capital and businesscapital form the relationship on the special field on ‘regional tourist economy’ andinteraction and reciprocal transformation between each other. Most of scholars onlyemphasize on Pierre Boundier’s statement about capital belligerence but ignore hisequal concern on capital reciprocal transformation. The text describes from the pointof capital transformation how the official-business relationship is changed fromcommercialization to anti-commercialization under the background of transferringmanagement right of scenic spot. Besides the text also points out the practice not onlybenefits the political capital or economical capital itself but also promotes theconstruction of rural communityThe author concludes after series of aborative research that the fundamentalcause of local government in default on the transferring of management right of scenic spot years later is not the government’s unilateral and imprudent action orinterest impulse but the interaction between political capital and business capital hasgradually made political capital commercialized and finally results that politicalcapital changes its own character into business capital and wants to exclude outsidebusiness capitalThe main contribution of the research is to reveal the new possible relationshipof local political capital and outside business capital on the central theme of era ofinvestment promotion.“Taining experience” displays to us a fantastic picture thatgovernment becomes changeable under guidance of business while business becomesthe unchangeable rule. The author considers in a certain degree, it overturns theprinciple of politics as foundation.
