Fujian province has got broad cooperation with Taiwan universities in creative talent training modes, academic exchanges and teacher visits by its unique regional advantage and talent superiority. Since2008Fujian has started up Fujian-Taiwan education exchange and cooperation projects, which is centered on the needs of the development of strategic emerging industries such as modern manufacture, agriculture, service industries, etc., stressing on supporting the local colleges and universities to co-cultivate the practical talents with Taiwan universities who are the shortage personnel in manufacture, electrommunication, architecture, tourism, and agriculture industries. In three years about27colleges and universities in Fujian province including Fujian Normal University and Fujian Vocational College of Agriculture, etc. have been training14thousand talents of97majors for the needs of the industries with37Taiwan universities, including Taiwan Shih Hsih University and Chaoyang University of Technology etc., and75Taiwan-capital enterprises. However, due to the influence of multiple factors such as the special political environments between two sides of the Straits, the high-speed expansion, the immature experience and policy obstruction in running schools, the problem on students’quality management has been the focus of current cooperation education.The paper takes the quality cultivation of the students from Fujian-Taiwan cooperation in running schools as the research object, investigates the current situations of the students’ quality cultivation through on-the-spot investigation and questionnaire, and then analyzes the existing problems, such as project management deficiency, unclear education goal, unscientific talent cultivation program, the conflict between the high demand of the projects and low quality of the students, the weak psychological diathesis of the students, unreasonable teaching staff, intensive teaching resulting in poor understanding, etc.. It analyzes the reasons to these problems, with the guidance by management theory, puts forward the scientific suggestions on how to cultivate the students’quality and cooperation education:perfecting program management system, scientifically positioning, clarifying the function, innovating talent cultivating program, strengthening supervision and enhancing policy supports.
