ABSTRACT:In the past10years, with a large number of secondary schools being upgraded into vocational colleges, we saw a substantial increase in the number of vocational colleges, which leads to a larger scale of students number in these schools. Take Hunan Province for an example. Up to2012, there are72vocational colleges in Hunan Province with a student number reaching to400,000. Most vocational schools adopt such a student management mode as a concentrated living and uniform management. As a result, the number of student apartments and students is multiplying. Naturally student apartments have become key focus for safety and stability of vocational colleges. In order to maintain the safety of students’lives and properties and stability in vocational colleges in a broad sense, this study in the one hand tries to provide theoretical basis for the practice of students apartment emergency prevention and handling on the foundation of a careful study on public management theories and on the reference to precious fruits and experience on crisis management from other universities, and in the other hand makes an effort to set up a mechanism or procedures for students apartments emergency prevention and handling, and to provide ways and guidance to effectively prevent and properly handle students apartments emergencies in vocational colleges. Student apartments emergency prevention and handling mechanism in vocational colleges include:the communist party leaders and management leaders in vocational colleges setting up a group for the prevention and handling of students apartment emergencies, perfecting proposals of preventing and handling emergencies according to the Emergency Handling Laws of People s Republic of China, the specific situation of vocational colleges and public crisis management theory; enthusiastically setting up the five crisis management principles, that is "insisting that stability is the most important ","student’s benefit tops","in-time and effective handling","communication and instruction" and "system guarantee"; exploring five modes, namely, the ideological and political education mode, early warning mode, psychological interference mode, group and collaboration mode and information communication mode. The ultimate aim is applying the four stages—slowing down, preparing, handling and restoring—to effectively preventing and quickly handling emergencies in students apartments in vocational schools.
