South Africa is one of the important African countries. There are the intimate and friendly relationships between South Africa and China from ancient times. Since the establishment of the New South Africa, particularly to join the BRICS, the contacts and exchanges of the political, economic and cultural communication are more frequent between two countries. Study on education in South Africa will inevitably affect the bilateral exchanges and cooperation in the field of education. Education including early childhood education in South Africa has been an important research topic in our country. In spite of this, relative studies on early childhood education are still insufficient. Therefore, there is very important theoretical significance and academic value on research on it.The aboriginal people’lives in South Africa have been destroyed during the arrival of European colonists, but which objectively brought the advanced mode of production and educational ideas. Affected by the British colony rule in1910s, education has completely inherited the British educational system. The government gradually made the apartheid legalized and institutionalized though various regulations and policies after1948. Based the influence of those factors, the apartheid policies were implemented in every aspect including the culture and education in South Africa, as follows:Setting up different governmental institutions managed different races. There were also significant differences in teaching contents and methods. The rich educational resources and environment were only enjoyed by the white, but African children hardly had access to receive early childhood education that the purpose was to serve for the white. Early childhood education in South Africa gradually developed under the influence of the apartheid.The birth of Democratic Republic of South Africa in1994, the education ushered in a new period of development which indicated the abolition of the apartheid. Exploration on administration system of early childhood education in South Africa is mainly reflected on the following aspects.In the function of early childhood education, it was regarded as the starting point of lifelong education and the foundation stage of life in South Africa. It will help to eliminate the racial discrimination and realize the educational fair to promote social stability. It established the school system taken early childhood education as the first phase and provided different types of serves to meet the needs of young children. South Africa formed "government-led, local-autonomy" cooperation management mechanism. As the same time, the paper further explored the specific functions of different departments and their relationships among them. In the construction of teaching staff, it sorted out related policies and administration mechanism and teacher qualification system based on the current situation of early teachers.The paper tried to generalize the feature of and analysis the challenges and predicts the development trend of early childhood education in South Africa. Finally, combined with the actual situation in China, it explored the inspiration for our country through the study on early childhood education in South Africa, as following:to base ourselves on realities of own country when to develop early childhood education, to accelerate the legislation to guarantee the healthy and sustainable development of early childhood education, to adhere to the education equity to ensure the quality of early childhood education, to increase state financial support, to strengthen the administration of early childhood teacher education and strive to improve the quality of them.
