This dissertation has systematically studied the of educational fairness in the higher education process in South Africa,from the new democratic South African government was established in1994and so far, and discussed comprehensively and analyzed the course of development of the South African higher education fair policy. In the international context of globalization, the higher education in South African carried out a drastic reforms, Around the main principles of equity in higher education, democratic government developed a series of education laws, regulations and educational policies, then conducted practice actively. Ultimately it achieved superior effects, but there are still many deficiencies.Chapter1mainly studied the basic problem of this paper. The post-apartheid South African government was facing a new development plan, and the equalization of higher education is also facing difficulties, mainly through the development of higher education policies to promote the fair trend of higher education. But how did these policies and regulations formulate? In this context, how did the government solve the fair issue of South African higher education? On this basis, this chapter presented the significance of this study, defined the basic concepts, reviewed the primary literatures, and suggested the research thoughts and methods.Chapter2reviewed the development of South African higher education before1994. The evolved of higher education in South Africa was closely related with the South African political, economic and social history of the development. The higher education in South Africa has gone through four stages of development.They were the preliminary stage of development, the stage of development in the federal rule, the stage of development under apartheid, and the stage of development of post-apartheid period. This chapter analysised the inequities in higher education institutions, opportunities and higher education financial, which led to negative impacts in the development of higher education in South Africa.Chapter3studied the development process of the fair redness policy of higher education in the post-apartheid South Africa. During this period, the fair policies played an important role in the development of higher education. Firstly, this study analysised the policy-making background from the social gap between rich and poor, political participation and economic development. Then it studied the necessity of fair policies from the standard of fairness. In legal basis and framework, this study analyzed the "Constitution"," Higher Education Act "," Reconstruction and Development Programme"," Policy Framework Education and Training"," National Commission on Higher Education Discussion Document:A Framework for Transformation","White Paper on Education and Training "," Green Paper Higher Education Transformation","Education White Paper3:A Programme for the Transformation of Higher Education", and other policies and regulations. This study researched these contents of educational equity issues and analysised these policies and regulations, which laid a solid foundation for the development of higher education in South Africa. It interpretated the fair policy texts from three aspects, which include institutions, opportunities and educational financial, effectively promoted the process of fair development, redressed the inequities of the past field of higher education, and strived to establish a perfect, democratic education system, which provided high quality education for the National.Chapter4evaluated the effectiveness and problems of these higher education policies in post-apartheid era. In terms of effectiveness, it mainly studied from the improvement of enrollment rates, the diversification of student constitution, and the fairness among institutions. Overall the whole higher education system has been positive development, and achieved remarkable results. Education equity issues has been eased to a certain extent. But there still encountered bottlenecks on the road to fair development of higher education, for example, graduation rates, educational financial and other problems must to be solved.
