Financial aid policy for graduated students in China has developed as a diversified policy including scholarship,student loan, reward for "Three assisting"(assisting teaching,assisting school managing,assisting researching) and tuition remission and waiver. But during the process of development of higher education,the problems came with the increasing of students amount,heavier financial burden and larger rate of students from poor families. To a large extent,the improving of quality of graduated students education depends on the efficiency and complement of financial aid policy for graduated students. On one hand,evaluating this kind of public policies can improve the theory of evaluating financial aid policies for graduated students and the theory of constructing the evaluation indicator system; on the other hand,it can provide a practical tool to evaluate financial aid policies for graduated students in China.The literature review of this paper mainly focus on literatures about public policy evaluation and financial aid graduated students to discuss the theory basic about evaluating the financial aid policy for graduated students and to review the development of financial aid policy for graduated students in China. Based on this, this paper constructs an indicator system including2first level indicators(facts evaluation and value evaluation),6second level indicators (effectiveness, economics, efficiency, equity, responsibility and satisfaction) and20third level indicators. According to scientific research method, a questionnaire with high reliability and validity is designed to do empirical research on graduated students information from different colleges. The result will be analyzed by SPSS20.0through descriptive analyze, principle component analyze and variance analyze.The results shows that the comprehensive scores of financial aid policy for graduated students is below the intermediate level which indicates that this kind of policy still needs to be improved in its effectiveness, economics, efficiency, equity, responsibility and satisfaction. This research does comparativeness among different level universities,and between science students and social science students about the effects of financial aid policy and finds that the policy effect in different level universities has significant difference as well as students in different majors. The research also discuss the reason of the previous facts from the perspectives of preparation,distortion,evaluation and environment. Optimized paths are raised in this paper from five aspects which are deepening the understanding of policy value,setting more financial aid items for graduated students,improving the financial aid policy for graduated students,improve the evaluating mechanism and improving the policy environment.
