Likemanynationalexams,examinationforvocationalqualificationcertifica teisastandard-reference-modelassessmentofthelevelofvocationalskills.Whenp asstheexamination,astudentcangetavalidcertificateforpromoting,payrising,jo-hopping.Therefore,theexaminationhasdrawnmoreandmoreattentionfromthec ommunity.Itisaprocessofobjectiveassessment,measurementandevaluationont he technical theoretical knowledge andpracticalabilityofaworkerbynumerous relatedexaminationagencies.OccupationalSkillAppraisalCentresareimportant objects for NationalOccupationalSkillAppraisalSystem.Asanimportantwayto cultivate and foster social talents, vocational skillsappraisingandtraininghasa great social value, so the research on it will have a significance to achieve its social value.Carrying out examinationforvocationalqualificationcertificateevaluation of vocational qualification andcertificatesystemhasbeenanimportantmeasures of "the strategy of revitalizing China through scienceandeducation"calledfor by CPC Central Committee and the State CouncilAsanimportantexamination andassessmentstandardsforsocialandeconomicactivities,itisalsoastrategicpoli cy measures developedbyhumanresource.Itplaysanimportantroleinenhancing capacity building hard and soft ability of job market, improving the overall quality of the majority of workers, andpromotingbetterandfasterdevelopment ofeconomyandsociety.Sincethemiddleofthe1960s,theconceptof"lifelonglearn ing" has been worldwide spreaded, research on thebasictheoryofvocational skills appraisal has gradually been improved and enriched, many researchers begun to investigate construction modes and teaching methods of vocational training, to study the management and operation of accreditation bodies,and researchtherelationshipbetweentheprofessionalskillappraisalandsocio-econo micdevelopment;while,moreresearchersbeguntoresearchhowtocarryoutthema nagementofoccupational skill appraisal with the joint effort of the country, industries, regions and schools, focusing on solving individual problems.During the "Twelfth Five-Year ", Inner Mongolia will continue to build the country’smajorbaseofcoal,chemical,electricpower,andmetallurgy.Located inthewesternregionofInnerMongolia,WuhaiCitywillaccelerateitstransformati on of economic development mode, speed up thedevelopment of the central city in western region and develop itspillarindustries,suchasenergy,chemicals, and building materials, which will have a huge demand for talent. Thus size, major setup and education quality of a vocationalschool must adapttothisnew change and these requirements.Facing with new opportunities and challenges, wemustdevelopscientific objectives and strategies,strengtheneducationalreform,highlightingvocational skillsidentificationfeaturesofcombingthetheorywithpractice,seizetheopportun ity and meet the challenge topromotedevelopmentwithahighsenseofhistorical responsibility and a strong sense of urgency.The following research methodshavebeenusedinthispaper:questionnaire survey and individual visits to ensure the authenticity oftheresearchdata;case studies (used as mainly)andcomparativeanalysistoensurethescientificresearch topic; theory and practice (used as mainly) to ensurethevalidityoftheresearch.With the continuous development of vocational education, the study on the management of occupational skill appraisalincollegesofthewesternregion of Inner Mongolia is gradually deepened.Today, skills appraisal hasbeeneffectivelycombinedwitheducationmodes of vocational schools,establishingthevocationaleducationmodelwiththeability as the main line. At the present, the study has entered into a morein-depthand personalized stage.Greatefforthasbeenmadetointegrateresources to make the vocationalskillsappraisalmanagementbetterservethewesternregionaleconomy in the western region of Inner Mongolia and toimprovethe vigor and vitality of vocational skills appraisalinvocationalcollegesofwestern areas.Consequently, all the above indicatesthattherateofobtainingofvocational certificatesandprofessionalmatchinvocationalcollegesisbecominganimportant indicatorforthequalityassessmentofvocationalcolleges.Vocationalskillsapprai salandthesystemofvocationalqualificationcertificatearevalued,widespreadand recognized bysociety.Improvingstudents’vocationalskillsinvocationalcolleges ofwesternareashallbethecentreofvocationaleducationandvocationalskillsappr aisal inlinewiththelocalconditionsshallbevigorously developed.
