In recent years, higher education become more and more popular in China, it hasrisen from elite education into popular education. In order to receiving highereducation, more and more people rely on state funding. College student aid in Chinais at the early stage of development, there must be various problems during thisspecial period. So we have to learn from other developed countries, especiallyAmerica. The main body of paper comprises three parts. The first part is theintroduction, including the background information and development process offederal student aid, especially the changes of the policy with cultural background ofdifferent times. The second and third parts are the analysis of the new policy abouthigher education and federal student aid of Obama government in the post-financialcrisis era. From the analysis of the specific contents of the acts, especially the issuesin America Recovery and Reinvestment Act of2009, Student Aid and FiscalResponsibility of2009, we can generalize the predicament, characteristics and trendof federal student aid policy. The lessons learned form the US can provide referencefor the development of our national student aid.
