With the increasing calls of participating in public affairs management, it has become consensus that social forces participate in primary and secondary school education reform. Education foundation, a newborn organization as potential force of education organization in China, has surfaced to participate in this reform and played an increasingly important role.Education foundation with public welfare, independence, voluntary, autonomy and civil is a typical educational intermediary connecting government and the public. And with the strongly development of education foundation, the relationship between Education foundation and primary and secondary school education reform is closely related. This study attempts to show the current situation and the future of Chinese education foundation and generalize participant roles, content and approaches of different education foundation’s participating in education reform, in order to analyze the status and influence actors of its participating in education reform.Conduct case studies to analyze materials including basic information, annual report, project information of participating in education funding, which are published by China Education Development Foundation, Jiangsu Changming Education Foundation and Jinhua People’s Education Foundation, three different types of education foundation. The participating situation is shown from aspects of conditions, project content, methods and effects. Interview insiders of Education foundation to understand current status and issues of education foundation’s participating in education reform deeply and entirely. It is recognized that Education foundation’s participating in education reform is influenced by inner factors, regime factors and social circumstance. Based on this analysis, the paper proposes that government should protect and support the foundation; Education foundation should be self-developing; social evaluation and supervision should be established.Whether individual cases can represent entirety is a diversity of representativeness of case study. While the three cases studied are chosen in line with the feasibility of the research, the representativeness of them is still limited. This paper is going to make some contributes to the studies of Education foundation, provide references for its further improvement and give a demonstration of civilian force participating in education reform.
