Study On Construction Of Student Financial Assistance Team Under The Perspective Of "Two Factors"Theory In Public Secondary Vocational School

It is raised in The national medium and long-term program for education reform and development (2010-2020) that the free education system will be carried out during the period of secondary vocational education in the whole country, and the policy system of aid to those students coming from poor families in secondary vocational school will be improved. The student financial assistance team is an important part of student financial assistance work, the perfect organization and high efficient workflow of which will affect the results of the financial assistance work directly.Due to the wide range of assistance, amount funds and flexible running of secondary vocational school, the requirement for student financial assistance team by student financial assistance work is increasing. Especially in the public secondary vocational school, the large scale, scattered school area, more receiving students, amount funds, the quantity and quality of available staff of student financial assistance team didn’t meet the needs to policy development. For example, the staff allocation of student financial assistance team is not enough; the staff selection is random and the staff replacement is frequent; the merit post in the office of student financial assistance is not set up reasonably; and the post of professional technique is not set, which entirely restricts the sustainable development of the student financial assistance work in the public secondary vocational school. With "two factors" theory, by the angle of the people’s demands and the means of philology, questionaire approach and interviewing method, this paper summarizes the characteristics of construction of the student financial assistance team in the public secondary vocational school in Nanning City, and analyzes the existing problems and reasons, thus proposes the virtuous methods of construction of the student financial assistance team in the public secondary vocational school with rational structure, clarity, efficient staff and sustainable development, so as to improve sustainable development of the student financial assistance work and to help more and more student in secondary vocational school entitled to the "sunshine" of the government.
