The Research Of Universities Internal Control About Its Research Funding

In recent years, Our country,s investment on research funding is increasing andenhancement. The universities as the highly intensive organizations with knowledgeand technological occupy a unique and important position in scientific research andactivities, Therefore, they commitment more research projects and obtain increasingresearch funding. But with the increasing and diversify sources of research funding,there are lots of problems with the use of it. I believe that the primary reason is thepoor management of internal controlIn order to further improve the internal management level, regulate the internalcontrols, enhanced Independent risk control mechanism about the administrative units,the Ministry of Finance issued the "administrative institutions internal controlstandards (Trial)"("Internal Control Standards") and Implement on2014January1.The new system of internal control standards about the institutions to provide a newbasis and made new demands for the internal control about the universities.This paper made a depth study about the internal control issues of universityresearch funding closely combined with the use of research funding. Firstly, describethe research background and significance, review research status; and internal controlrelevant theory; Secondly, found the problems of the use of research funding by usingquestionnaires and analysis the university research funds management situation; Then,designed internal control systems about the university from the unit level and thebusiness of universities; Finally, by using X university, discovery the problems ofX-university research funding, and make the improvement.suggestions from the ofview of internal control.This paper trying to build internal controlling system about the management ofuniversity research funding based on it research of internal control issues. Making theuniversities realize the importance of internal controls about the research funding,overcome the ideological consciousness of internal control, reducing the risk of theuse of university research funding and improve the efficient of the use of university research funding.
