Research On The Problems And Countermeasures Of Budget Management In X Sino-foreign Cooperatively-run University

Budget management is the first step of comprehensive financial management in universities,and it is also the core part of financial management.The level and efficiency of budget management directly determine the smooth development of education and scientific research in universities.In recent years,with the continuous development of higher education reform,universities in China begin to attach importance to budget management and gradually establish a comprehensive budget management system to support the strategic planning of colleges and universities.By optimizing the rational allocation of funds,we can ensure the sustainability of financial affairs,so as to promote the sustainable development of universities in China.With the development and integration of the world economy,the cooperation and exchange of culture and education between countries are also increasingly frequent with the integration of economy.The internationalization of higher education has become an inevitable trend in the development of education.The regulations of the people's Republic of China on Chinese foreign cooperation in running schools and the measures for the implementation of the regulations of the people's Republic of China on Chinese foreign cooperation in running schools promulgated and implemented in 2004 have greatly standardized and promoted the development of Chinese foreign cooperation in running schools in China.2019 is the 70th anniversary of the founding of the people'.Meanwhile,with the rapid development of Sino-foreign cooperation in running schools,it also encounters lots of budget management problems.The budget management of Chinese foreign cooperatively universities have not yet formed a complete set of budget management system and performance evaluation mechanism,and various problems of budget management are increasingly prominent,such as single budget establishment method,low rate budget execution and inadequate budget monitoring For the sake of the sustainable development of Chinese foreign cooperatively run universities,the importance of budget management in universities is increasing day by day.As an important part of the financial management of universities,strengthening the budget management of colleges and universities and improving the rational allocation of resources are inseparable from promoting the development of Chinese foreign cooperation in running schools.This paper uses literature review,on-the-spot investigation,case analysis and research methods,to elaborate the running situation and budget management status of X University,analyze the problems in its budget management process and analyze the causes of the problems.Using PDCA methodology of quality management method,establish and improve the budget management system,and establish the dynamic process mode based on PDCA cycle from Plan-budget preparation,Do-budget implementation,Check-budget supervision,Action-budget analysis and evaluation.From the aspects of budget preparation methods and principles,budget implementation and monitoring,budget adjustment and budget analysis,I will focus on solving the problems existing in the budget management of X university and to explore the specific measures to optimize the budget management of Sino-foreign cooperatively universities.
