Study On Students Rights System Under The View Of Morden University System

Promoting the construction of modern university system has become an important aspectof the current higher education reform.The Outline of the National Program for Long-andMedium–Term Education Reform and Development (2010--2020) which is released in2010, explicitly set forth modern university system as the goal of the reform of Universitygovernance. The students’ rights system is an important component part of modern universitysystem, and it plays a great significance for improving the University’s internal governancestructure, establishing the main position of students, ensuring the students’ legal rights, andpromoting the all-round development of students.In this paper, the modern university system as a research perspective, the use ofliterature, inductive generalization, comparative research methods and systematic approachto define the concept of student rights regime, contents and the important position in thesubsystems of the modern university system. On the basis of these, the author sets forth thestatus of the system of college students and finds that the current system of universitystudents’ rights exist many problems such as the lack of university spirits, incompletecontents, system virtual set, and then systematically analysis the cause of the problems.Finally, by comparing the contents of college students’ rights system with United States,France, Japan and other typically developed countries, then learn practical experience andcharacteristics of college students’ rights system construction from these Western developedcountries, and last propose to build a sound students’ rights institutional system reflecting thespirit of the modern university system. First, we must adhere to the correct value-oriented,establish a student-centered values; Second, we must learn and absorb a reasonable systemkernel of college students’ rights system from developed countries to improve the rightssystem of our students; Third, we must broaden the contents of students’ rights, optimize theinternal and external operating environment of students’right system, implement the students’rights institutional system reflecting the spirit of the modern university system.Through the above analysis concluded that: in the construction of promoting modernuniversity system, we should adhere to the core concept of the modern university system, carefully comb the experience and problems in the building of college students’ rightinstitution, build and perfect a sound students’ rights system fitting with the modernuniversity system, and implement students’dominant position to the system construction.
