Higher vocational education is one of the important component of highereducation. It is benefit for training theory knowledge and stronger practice ability, thetype talented person can adapt to the occupation producing and managing and servingadvanced in our national economic and social development, which combining withregional economic development. Actively develop higher vocational education is theimportant orientation of education policy in China. Facing the process of westerndevelopment strategy implementation, the opportunity of the national industrialtransfer and the relatively backward economic and social development in Gansuprovince, to focus on training higher vocational technology applied talents becomingthe pivot of higher educational development in Gansu Province.According to the questionnaire investigation and interview made among200students and120teachers in Gansu Province higher vocational college, the author hasanalyzed organizes172effective students questionnaire and108effective teachersquestionnaire the present situation and pointed out some common problems of highervocational education in Gansu Province.Higher vocational colleges of our provincestill have many parts that needs to be improved.(1) The mis-perceptions come fromthe social of higher vocational education.93.02%of the students at higher vocationalcolleges because of the college entrance examination result is not ideal. Only about3%of parents support their children studying in higher vocational colleges;(2)Professional and curriculum is not reasonable.70.35%of the students think that thenumber of courses in professional course is not much.58.14%of students think thatclass professional is weak;(3) Insufficiency of educational investment is an bigproblem. The total funds in higher vocational colleges are lower than theundergraduate schools in Gansu province. The education income is lower than thenational average and the five northwest provinces. The per student educationalappropriations ranks bottom in the five orthwest provinces.(4) Teaching Throws IntoDeficiency,"Double Type Teachers" remain improved. Only3.70%of theteachers have the senior title.Only2.78%of the teachers are more than50years old. Only2.78%of the teachers are more than10years teaching. Only27.77%of theteachers have postgraduate degrees. Nearly60%of the teachers don’t have industrybackground.(5) The training equipment is old and the practice time is short.43.02%of the students think that their school training venues perform practically no function.Only71.51%of the students practice time is a month.(6)University-industrycollaboration is not strong.60.19%of the students think that lack ofuniversity-enterprise cooperation activities.Combining with the characteristics of European and American countries thedevelopment of higher vocational education and the important position and effectdeveloping higher vocational education in Gansu province, the author probes somepolicy suggestions and measures, such as shifting ideological conception,confirming the development orientation, constructing system of course, settingsprofessional, pay attention to the government planning, guidance, to expandinvestment channels, making a "Double Type Teachers" staff to improve the qualityof higher vocational teaching, extending practical training base, to encourageuniversity-industry collaboration, etc.
