In recent years, the scale of China’s higher education expansion, educationfunding problem thus becomes a very important task faced by higher education.Although our country university funds has been changed from the pure governmentarranged into multiple financing ways, but higher education funding is stillthe teaching and research of university running regular outlay. However, China’shigher education funding a huge gap between supply and demand, resourceallocation efficiency is not high, quality and efficiency has become an indisputablefact. Accordingly, how to increase financial input and ensure the performance ofhigher education, the financial allocation mode of higher education has become thekey to resolve the problem.Methods of macroscopic analysis, literature research, mathematical modelingand case study by this paper, domestic and foreign research status of highereducation funding outline, in-depth study of the evolution and the defectof allocation system of higher education in our country, and put forward a setof scientific and reasonable performance funding mechanisms, and the fuzzycomprehensive evaluation method based on the construction of the school theperformance of university evaluation model. Finally, through the case study ofHeilongjiang province construction and case, proved scientific and feasibility ofthe performance funding mechanism.Overall, the construction of the performance funding mechanism, not only focuson the national public finance will, appraisal fair, the goal of balanceddevelopment, but also in accordance with the laws of the market selection, improveefficiency and benefit of the higher education finance investment. In view ofthis, this study can provide important reference value for the reform of China’shigher education funding.
