The Research On Evaluation System Of Financial Performance Of Chinese University

In recent years, with the progressive development of China’s economic, scientific anddeepening reform of China’s higher education system, the educational institutions ofhigher education expand continually, the teaching quality improves, educational levelgrows, financial conditions accordingly have been greatly improved, making China’shigher education gaining considerable development. Especially since the implementationof China’s education strategy, central and local government have taken a variety ofmeasures to gradually increase investment in higher education. But now the key problemis how universities should rationally use these huge amounts of money, to fully integrateall educational resources and play to their strengths, and maximize their effectiveness. Toachieve these, we need to establish a scientific and rational university financialperformance evaluation system, as a basis to assess the configuration and use of funds,meanwhile, the budget also needs to be scientifically managed, accountability needs to becarried out in education funding, thus, these funds can make maximum benefit.Research on aspects of our current financial performance evaluation system of higherlearning is not mature enough, the performance evaluation system currently used bycolleges and universities are not standardized and reasonable practicality is not strong, notenough sound scientific, financial performance evaluation of colleges and universities indifferent regions used systems are not the same, the lack of a recognized standard system,which would lead to inadequate performance evaluation results of scientific and rational,and fair enough. In such a situation, how to enhance the level of university budgetmanagement, improving efficiency in the use of university funds, reduce financial riskuniversities, is present new challenges and tasks facing our colleges and universities.This paper is based on a large number of Chinese and foreign literature in financialperformance assessment, and summarizes trends in the current status and development ofthis research home and abroad in the process of research, to understand the process of thepresent study, gain experience from experts and scholars. Then in introducing basicconcepts and theories of university financial performance evaluation, this paper analyzes financial performance appraisal of Jilin ND University, to reveal the current status ofChina’s universities in terms of financial evaluation, in order to build a scientific andrational exploration of university financial performance appraisal system. Besides, thisessay takes Jilin ND University as an example to identify problems and shortcomingsencountered in its development process, to point out the necessity of university financialperformance evaluation. The last part is a summary and prospects of this study. It makesrecommendations to improve the financial performance of Jilin ND University, and pointsout the shortcomings and limitations of this article in the research process.This paper aims to build a scientific and rational university financial performanceappraisal system, in line with the actual needs of China, also to attract attention fromadministrator’s attention, thus it can increase efficiency in the use of funds and makerational allocation of education resources.
