In order to implement《National education reform and development of long-termplanning programs (2010-2020)》, the Educational Ministry started constructionVideo-based Top-quality Open Courses in2011, which are quality network educationalvideo courses and academic lectures,they principally services for college students andfreely open for the public. Carry out Video-based Top-quality Open Coursesconstruction will be a good promotion for higher education open, to promote qualityteaching resources widely dissemination and sharing,and to enhance China’s culturalsoft power and international influence of Chinese culture.The article statistics and analysis the construction status of the Video-basedTop-quality Open Course With the first two batches of the Ministry of Educationannounced, found that the construction of the Video-based Top-quality Open Courseexistence of a series of problems, such as the resources building schools focused, videorecording and platform monotonous, curriculum resources uncomplicated. The papersummed up a series theoretical system to advance the Video-based Top-quality OpenCourse building, in terms of from political strategy, technology application andcurriculum system design, and introduced successful practical experience to promotethe development of the Video-based Top-quality Open Course.This paper used literature research, web research, questionnaires, and individualinterviews and other research methods. For the application of the Video-basedTop-quality Open Course, the author used questionnaires and individual interviews andunderstood the access, application, the impact of learners and the needs of learnerslearning, and then found a series problems of Video-based Top-quality Open Coursesexisted: the resources of video courses are not enough reach, curriculum design is notgood enough, video images present unreasonable, the effect of evaluation is not ideal,etc.To solve these problems, this paper from two aspects: the Video-based Top-qualityOpen Course construction and sharing application raised a specific improvementstrategy. The perspective of the Video-based Top-quality Open Course constructionImprovement strategies, the relevant national policy, construction of curriculum content, related technical support and protection of intellectual property and funds, etc, putforward improvement strategies. Improvement strategies of Video-based Top-qualityOpen Courses shared applications from several aspects: a Shared platform, Sharedapplications and evaluation method, put forward improvement strategies.
