With the sustainable advance of economy and society in China, fairness andjustice have been gradually being the target of administration and the conscience ofgovernment as well as the motion direction of society. Consequently, public policiesare increasingly inclined to attach attention to the vulnerable groups of society.Preschool special children deserve social concerns and policy support because they areexperiencing the best rehabilitative phase. However, parents of most preschool specialchildren have been confronting extremely heavy economic and psychological burdenand worrying about the huge plights in their future life and work. Furthermore, due toinsufficient policy guaranteeing, the whole situation will cause severely negativeinfluence on the achievement of social fairness and justice.Taking the preschool special children in Chongq as the sample and visiting morethan500parents by questionnaire, this thesis has revealed the current situation of suchkind of children in China from three perspectives. Plus, the present Chinese policiesimplemented in the rehabilitative phase has been analyzed by visiting the parents andcollecting materials. The deficiencies of current policies are demonstrated in twoaspects, namely guaranteeing problem and conformity problem. To resolve theseproblems, the author has attempted to recommend some constructive suggestions toimprove the public policies of preschool special children education from policyorientation, policy guaranteeing and policy conformity.In order to help preschool special children guaranteed better by public policies,Based on the data obtained from study and the thorough reading of materials both athome and abroad, this thesis has conducted a comprehensive research into therehabilitation education policies of preschool special children from the perspective ofpublic policy with the public policy guaranteeing as the study center. Firstly, somerelative definitions about rehabilitation education of preschool special children and thesignificance of policy guaranteeing in rehabilitation education of preschool specialchildren are generalized. Secondly, the achievements and conclusions of domesticstudies of preschool special children are summarized, including the rehabilitationpolicies, education policies and rehabilitation education molds of preschool specialchildren, along with the documentary generalization of current popular trend ofcombining education with medical treatments. Thirdly, under the background of present situation of rehabilitation education of preschool special children, the authorhas made a field survey of the situation in Chongqi. By analyzing the collected data andrelating to the historical evolution process of public policies, implementing effects andthe policy guaranteeing functions, the deficiencies of rehabilitation education policiesof preschool special children have been illustrated and furthermore some measures hasbeen put forward. Finally, a comprehensively multi-leveled and multi-functionalstrategy of policy guaranteeing has been proposed by means of studying the policyguaranteeing of preschool special children’ rehabilitation education from the policyorientation, policy establishments and policy conformity.
