In The Construction Of New Rural Culture Diathesis Of Farmer

The Fifth Plenary Session of the Sixteenth CPC Central Committee advanced the majoract of “enhanced productive forces, higher living standards, civilized living style, an orderlyand clean environment and democratic administration” in constructing new socialistcountryside, the core of which is “developing rural economy, enhancing peasant income,nurturing new farmers”. The17thcongress of CCP further laid stress on “Handling well theissue of agriculture, countryside and farmers is vital to the global prospect of all-outconstruction of the well-off society, thus remaining always the top priority in the work of ourParty” and “aiming at nurturing new kind of farmers with knowledge, skills and managingtechniques, exerting the principle rule of millions of farmers in the construction of newcountryside”. Therefore, under the new circumstances, research must be conducted onfarmers’ cultural quality.As to the government, the issue of farmers’ cultural quality is the essential prerequisite tothe stabilization of people, the industrialization and urbanization of countryside, pertaining towhich a series of relevant policies was issued. Scholars are also contributing to the issue byoffering their abilities and wisdom, thus forming the research strength engaged in theoreticalresearch in colleges and propaganda by concerned government departments on the issue.However, judging by the current research situation, certain problems need to be addressedfurther with the purpose of propelling the process of enhancing farmers’ cultural quality.The paper is mainly divided in3parts. First, referring to present social situation, as theresearch background, and the research situation domestic and abroad, the importance andurgency of conducting research on the issue of farmers’ quality is put forward. Second, in thecontext of realizing the practical and theoretical significance in enhancing farmers’ culturalquality during the construction of new socialist countryside, the successful experience ofenhancing farmer quality gained since the implementation of the reform and opening-uppolicy is investigated. It is emphatically pointed out and analyzed that presently existentproblems, which include low educational level, imbalance between the development of the east and west, and low retraining level, etc, are restricting the enhancement of farmers’cultural quality Finally, via analysis and reference to the experience in countryside and farmerdevelopment abroad, according to the practical situation in China, and under the premise ofdrawbacks such as defected rural educational system, narrow ideas held by farmers, neglect ofhome education by rural households and imperfect practice of public services of thegovernment etc, methods to enhance farmers’ cultural quality including perfecting the ruraleducational system, improving the practice of government functions and changing the ideasare proposed.
