Study On The Administrative Accountability And Its Systematic Construction In Our Country

A responsible government has become a basic ideal of the modern democratic politics, while the administrative accountability is a must for the accomplishment of this kind of government. Although with a late start, the administrative accountability has been widely used in our national public administrative areas ever since 2003. This accountability system has been put into effect from the central government down to the local ones, which has intensified the sense of responsibility among those governmental officials, furthering the construction of the responsible government.This paper has researched into the administrative accountability and its systematic construction in our country. First, it introduces the background and meanings of this research, analyzing the theoretical feasibility and realistic importance of improving officials’responsibility concept and establishing a responsible and legal government.Second, it generally describes the concept and content of this administrative accountability and its system, including the subject, object, range, procedure, systems and etc. meanwhile, the consensual principle of rights and duties, the legal principal and the open and transparent principal standing in the administrative accountability system has also been elaborated in this paper.Besides the basic concept, this paper has also listed some cases happened in current administrative system both in central government and in locals. It is clear that the uncertainty of the procedures, the identity of the subjects and the opaque status in the resumption constantly occurred in the accountability system, without the strong support from a centralized and integrated system of the government. Then the thorough analysis on the lack of administrative accountability in terms of the weak responsible concept, unclear rights and duties, backwards systematic constructions is given by the writer. By others’faults, wise man can correct their own.Upon the above mentioned issues, by introducing the establishment and constructive process in the developing countries, and combining the real conditions in our country, this paper put forward some improving ideas: making a specific division of the rights and duties of the governmental authorities and official in the view of deepening the transparency and openness; setting up the administrative accountability in the aspects of procedure and entity, and establishing a variant administrative accountability centralized by People’s Congress.
