Renewable Energy Quota System Of China’s Legislation To Build

With the development of world economy continually accelerating at present, the importance of energy to economy is self-evident. But in order to better live on the earth and escape from the threat of the nature, mankind must live in harmony with Mother Nature. With the global climate becoming more and more serious, the renewable energy with the features of renewable, clean, low-carbon, environmentally friendly and sustainable use is favored around the world. It’s seen as the best choice to solve the global energy crisis as well as save mankind’s’ habitations. However, the development of renewable energy is confronted many challenges such as high cost, technology immaturity, complexity of management procedures and so on which always constraint it. In order to solve the above problems, many countries have made series of policies and measures and the quota system of renewable energy is a typical one of these doings. C hina has listed the quota system of renewable energy in the “12t h Five Years Plan”. How to construct the quota system of renewable energy under new condition has been a major project with reality and challenging to solve development of renewable energy and thus promote the industrialization development of it in C hina.The present paper is divided into 4 chapters to discuss the legislative construction of quota system of renewable energy. C hapter one introduces the renewable energy and the meaning of quota system of renewable energy. Chapter two makes analytic demonstration of the necessity and feasibility of implementing renewable energy quota system in domestic. Chapter three focuses on the investigation of renewable energy quota system at abroad and its Enlightment for China. C hapter four discusses the ways how construct renewable energy quota system at home. The article analyses the importance of building renewable energy quota system in our country law, make up for in comprehensive energy law system and perfecting our country’s energy deficiency in a single method, formulate relevant legal norms and basic method of form a complete set.
