Since the 1920 s, the scale and quantity of non-governmental organizations has reached unprecedented, which promotes the development of the diversity of the world.With the expansion of number and influence of non-governmental organizations in our country, it is bearing the more and more important social responsibility. The attention and social recognition of the government, promotes the development of the NGO rapidly. China’s non-governmental organizations have a certain degree of participation, but for their own reasons, as well as the external environment constraints, exist in public crisis management. Such as donation fraud, public credibility issues, corruption, absence of regulatory governance problems also arise,and to some extent, it restricts the healthy development of nongovernmental organizations(NGO). At present, the interests of the market economy exchange and the government’s compulsory administrative measures that relying on traditional way has been difficult to solving the social problem of public crisis governance. Therefore,how to improve the motivation of China’s non-governmental organizations to that participate in public crisis management. The reason of this article is encouraging NGO play the role in public crisis governance participation.This paper is dedicated to eliminate the dilemma of non-governmental organizations, and play its positive role to the greatest extent. This article first introduces the research background, research significance of non-governmental organizations, through combing the domestic and foreign research, correlation theory,such as the government failure theory, the theory of civil society, public crisis theory.Then I adopted research methods such as literature analysis, case analysis to our country’s non-governmental organization systematic description and analysis, and set the non-governmental organizations participate in earthquake in Ya’an of Sichuan as an example. Analyses the condition of local NGO development, summed up the organization the plight of the common, including a lack of driving effects and corresponding radiation ability. Based on the theoretical analysis of the present situation of non-governmental organizations and non-governmental organizations to participate in Ya’an, Sichuan earthquake cases, the empirical analysis respectively from non-governmental organizations to participate in public crisis rescue system andits own defect, put forward the effective solution.Through reviewing theory of public crisis and analyzing NGO participating in Ya’an, Sichuan earthquake crisis management case, this article mainly concluded as follows:(1) For non-governmental organizations participate in Ya’an, Sichuan, this article analyzes the assistance and some problems existing in the process from the different dimensions. Lastly I put forward various non-governmental organizations in the experience and deficiency in the process of earthquake relief. The plight of the NGO in China are concentrated on the outside and the system governance, which mainly reflected in the predicament NGO corresponding legal system to be perfect;Governance dilemma is non-government own defects, insufficient resources,positioning is not clear, mechanism is imperfect and so on.(2) For participation of government and nongovernmental organizations in Ya ’an of Sichuan earthquake, this paper analyses the problems involved in the problems existing in the process, and at angle of the government and the NGO, I put forward optimization suggestions at the angle of two coordinated rescue.
