Research On The Residence Administration Of Foreigners And Compatriots In The Central Plain Cultural Zone

Many foreigners and citizens from Chinese Hong Kong, Chinese Macao and Chinese Taiwan are increasingly impressed by the rich culture of the Central Plains Cultural Zone. Chen Jiagou, a part of the cultural zone and home to the popular Shadowboxing, is attracting more and more foreigners to pay a visit. On one hand, the vast foreigners’ visit brings about its economic prosperity; on the other hand it also brings new residence administration problems of foreigners and citizens from Chinese Hong Kong, Chinese Macao and Chinese Taiwan. How to maintain a sound residence administration is very important for the Central Economic Zone, but also the guarantee of the public security of our country.This paper adopts the methods of document research, questionnaire survey and statistical analysis with the Tai Chi boxers and their students as the objects of the survey. With the help of the empirical research method, the foreigners’ residence condition is known in Chen Jiagou as well as the administration problem in the place. That is, the number of the foreigners and the special citizens is growing increasingly and it is influenced by the International Tai Chi Exchange Competition. Their scattering residence places result in the vacuum of the foreigner’s residence registration administration. The shortage of foreign police officers and the lack of their professionalism accounts for the serious vacancy of service provided for foreign visitors. The residence administration problem forms a sharp contrast with the foreigner’s residence condition. If the government doesn’t improve the administration measures, it will be a threat to the public security in the future.According to the residence administration problems in the Central Plains Cultural Zone, especially the spot of Chen Jiagou, this paper builds a new administration mode in the guidance of Governance Theory to solve the administration problems in the respect of the participants, its idea, participation rules, laws and the platform of the theory. The new administration mode is to build the multi-governance-objects to assist foreign police officers; to strengthen the thought of government administration of foreign affair into grassroots; to establish a social service agency to serve and manage the foreigners; to set up the idea of maintaining the public security; to achieve the collaboration of the different government sectors; to perfect the legal network mechanism of foreign cases and so on. The orderly participation of the government, social organizations, citizens and other multi-objects brings about the new concepts and the new mechanism in the governance of foreign affairs. It has a great significance to maintain the public order, but also realize the strategic goal of the public security system.
