As a major agricultural province, the most populated province and food province, Henan shoulders the burden of the national food security, which is an arduous task of great responsibility. With the strategic rise of the Central Plains Economic Zone to a national strategy, Henan will usher in a new round of development boom. The provincial government puts forward, in accordance with the guidance of accelerating the construction of the Central Plains Economic Zone in Henan Province proclaimed by State Council, coordinated path of scientific development, such as "two not sacrifice" and "three modernization". Meanwhile, it names the construction of economical and intensive land, rural land remediation and strict supervision and management the "three mechanisms" and regards it as a key initiative to promote the development of Central Plains Economic Zone. Among them, the most important measure to develop agriculture is to protect farmland. This paper will analyze the situation of Henan province’s Intensive Land Use and study the problems of it taking the development of Central Plains Economic Zone as an example.This article is divided into six sections to study the issues of Intensive Land Use. The first part is an introduction about the background and the significance of this study, and explains the importance of Henan province’s Intensive Land Use. The second part introduces the theory of Intensive Land Use and the definition of it, which means to get the maximum benefit with the least investment. The third part presents Henan’s situation of land supply and demand, as well as the outstanding problems of land use in the construction of new urbanization. The overall level of Henan province’s Intensive Land Use is low; the intensive conservation awareness is not strong; the extensive use is serious; the average land productivity rate is not high; the expansion of new city and the development zone still exists; the waste of rural construction land is serious; the illegal use of land is prominent; the soil-related contradictions are still at a high level; the use of land space is in a shortage; the effective use of land resources suffers from land allocation system. The fourth section describes America’s "smart development" and the experience of Intensive Land Use in China’s Guangdong Province, Huai’an City, Xinxiang City and Zhoukou City. The fifth section describes the main policies of Intensive Land Use, such as the regulation mechanism of Intensive Land Use, an incentive mechanism of Intensive Land Use and creating a land reserve system, oversight mechanisms, indicators restraint mechanisms of Intensive Land Use. The sixth part puts forward countermeasures and suggestions of the problems of land use in Henan province.This paper summarizes that in order to resolve the outstanding problems of land use in the construction of new urbanization in Henan province, the government must firstly strive to improve everyone’s understanding of the importance of Intensive Land Use; secondly make a joint effort to strengthen organization and leadership; then strengthen the construction of Intensive Land system; fourthly focus its attention on the intensive use of urban land conservation, vigorously carry out the rural land remediation, which promotes rural land conservation and intensive use; fifthly establish a scientific system and strictly economical and intensive use evaluation system; sixthly continue to strengthen the management of Intensive Land Use. Finally the legal regulation of Intensive and Conservation Land Use.
