As provided in the Constitution of the Communist Party of China(the “CPC” or “Party”) that “The Party’s Central Commission for Discipline Inspection may, when its work so requires, accredit discipline inspection groups or commissioners to the Party or state organs at central level”, the system of accreditation by the Party’s Central Commission for Discipline Inspection(the “CCDI Accreditation System”) is a supervision system inside the Party with Chinese characteristics, as well as a critical part and a special strength of China’s mechanism of combating corruption for public integrity. Since its formulation, the CCDI Accreditation System has experienced a course of exploration through continuous reform and improvement, during which it has been insisting in supervising and restricting the Party’s internal power with its special status and manner despite some major setbacks. Since the 18 th National Congress of the Party, in consideration of the new changes and higher requirements in the situations and the tasks of constructing the Party’s working style and clean administration and combating corruption, the CPC Central Committee has made significant deployment for deepening the reform of the Party’s discipline inspection system; meanwhile the CCDI Accreditation System, as an essential content thereof, has also initiated a new process of reform and improvement.The tasks of the CCDI Accreditation System reform mainly include resolving “full coverage” of the accredited organs, clarifying the “principal responsibility” and “supervisory responsibility” to be performed respectively by the organs under inspection and the accredited organs, harmonizing the work relationships between the accredited organs and the provincial commissions for discipline inspection and between the accredited organs and the organs under inspection, strengthening the independency and authority of the accredited organs, improving the cadre team construction of the accredited organs, etc. Fully exerting the “advantages” and “authority” of the accredited organs can make them a strong weapon for supervision inside the Party and a doorkeeper that cages the power.Under the background of the CCDI Accreditation System reform, this article reviews the development history of the accredited organs, clarifies and analyzes the problems and causes in implementing the CCDI Accreditation System in Guangdong Province, and then makes comparative reflections based on the performance experience of the Liuke Jishizhong(officers “accredited” by the emperors of the Chinese Ming Dynasty to supervise the six ministries) in conjunction with the power restriction and supervision inside the Party in the new era, and proposes some feasible measures in such aspects as improving unified management methods, innovating supervision patterns, focusing on principal responsibility and operation, improving services and safeguards and strengthening team construction in connection to the actual situations of the accredited organs in Guangdong Province, so as to provide some reference for the ongoing CCDI Accreditation System reform in the province.
