Research On The Cooperation Between China And ASEAN In The Perspective Of “Human Security”

China and Association of Southeast Asian Nations(ASEAN) play an immeasurable role in maintaining security of the Asia-pacific region as two important international force in this region. Since the post-cold war era, the change of international configuration not only change the balance of power between countries, also caused the thinking of the new security concept. As China’s strategy of " One Belt and One Road", reviewing the China- ASEAN cooperation security issues undoubtedly has important theoretical and realistic significance. In this paper, the problems of regional cooperation, which based on the concept of "human security", will be analyzed through analysis of the security dilemma in China-ASEAN regional cooperation in the perspective of " people foremost " perspective,This paper is divided into four parts: The first part mainly summarized the concept and theory of "the safety of the people". The theory of "The safety of the people" emerged after the cold war era, is a positive reflection of the safety problems dominated by "country". It makes up the researches on the safety of the "people" in the field of security problem.The second part mainly including the safety paradigm and dilemma of the China- ASEAN regional cooperation. The development dilemma was pointed out when the "nation" as the main body in the security based on the three paradigms, collective security, comprehensive security and cooperation security, which had great influence on national security and regional security.The third part discussed the establishing problems of "the safety of the people" paradigm in China- ASEAN regional cooperation. Only clarify the internal logic between national security and human safety and grasp the two core of "freedom from want" and "freedom from fear" was able to highlight the subject status of humanity in the China-ASEAN regional cooperation.The fourth part mainly discusses the route problem during the establishing the concept of "human security" between China and ASEAN.
