Research On Abnormal And Governance Of The Administrative Ethics About Civil Servant From Construal Level Perspective

With the new government pushing forward the clean government building vigorously, how to implement the goal of building government ethics, seeking dynamic integration of moral self-discipline and heteronomy, making administrative ethics standard truly internalized into the inner depth of the civil servants has become the hot spot of many scholars’ studies. Through the establishment of a sound legal system, and actively carrying out supervision and inspection, the Chinese government has achieved a significance result in administrative ethical governance. However, civil servants are needed to conduct ethical behavior consciously, with the purpose of improving the political environment and administrative style dramatically. At present, researches on administrative ethics are mainly in the areas of institutional building, and there is a deficiency of analyzing the individual administrative ethics consciousness in psychological level. Therefore, it is necessary to explore the ethical behavior of civil servants’ decision from a cognitive perspective, which is not only the expansion of perspective on administrative ethics, but playing a positive role in regulating the ethical behavior of public servants.On the basis of the research status at home and abroad, this paper based on construal level theory, action identification theory and ethical decision-making theory has discussed issues on civil servants administrative ethics abnormal and regulating. Firstly, this paper describes and explains a variety of factors that have influence in people’s cognitive activity. Secondly, in accordance with the duty and the function of civil servants, this paper analyzes the mental representation of different category of civil servants and the construal level influenced by mental representation. Thirdly, this paper clarifies that construal level has impact on ethical decision-making process and induces kinds of civil servants administrative ethics abnormal, on the based of research results on construal level theory. Finally, the paper proposes some related suggestion and measures, which are improving the construal level of civil servants and strengthening the administrative ethnic autonomy, to further standardizing ideological and ethical behavior of Chinese civil servants.Different from previous studies to solve the problems of the administrative ethics by external legal way, the innovative point of this paper is to make dynamic analysis of all kinds of psychological cognitive level of civil servants on construal level perspective, clear decision-making preferences and behavior choice of civil servants at different construal levels, and find the solution of the administrative ethics issues from the cognitive level.
