The Dilemma And Solutions Of Localized Management Of Town

In China,the local goverment has been specified to provide the public services and social management for the registered population for a long time in the localized management systerm. The central goverment also has allocated the public resources of the financial and administrative establishment, the law enforcement authority and others on the primarily basis of the the local government jurisdiction, the registered population and the economic conditions. With reference to the central management model, the local governments carry forword the localized management system layer by layer, and finally reache the township level.In the localized management model, the local government undertakes the tasks of social governance, However, its powers, financial and administrative system and others has been limited on geographic and demographic conditions.This model causes the local management at the grass-roots level is not adaptable, especially at the township government. As the national regime the lowest level, "connected to the state and society", the township undertakes the important functions of developing economy, providing service for public resources and maintaining the stabilityl. With the rapid development of economy and the deepening of reform, the position of the township goverment becomes more importantly. However, the localized management mode resustls in the poor resources, wrong power and responsibilities and other difficulties for the township goverment, and it also challage the sustainable development of rural economy and society and the maintenance of grass roots stability and others.For the developed township,some experts have conducted special studies on the plights which caused by the localized management model. Therefore, this paper focuses on economic development of secondary level town, selecting Baihua town, Huizhou City as a case study analysis.The economy level of the Baihua town is in the medium level in Guangdong Province.And there are many such townships in Guangdong Province which should be concerned.The study should be guideline for solving the problems which caused by the localized management in townships.Through the research and analysis of the current status of localized management in this town, it is concluded that there is a lack of social governance resources and the absence of public services in the localized management model. The main reasons for the problems are that the shortage of township financial resources, uncompleted law enforcement authority, the limited public resources etc.Based on this analysis, it puts forward the measures to solve the dilemma of the localized management in the township through the redefining the role of the government, smoothing the relationship of rights and responsibilities between the county and town, allotting reasonably of the power of county and town, improving the fiscal authority; transforming the functions of the town government to build a service-oriented government, improving the incentive and supervision mechanism and improving the efficiency.
