The rapid development of the Chinese socialist modernization construction andeconomy brings about an environment of great changes of politics, economy andsociety. It now has reached a new stage of the project of our reform and opening upand socialist modernization construction and as well as the transition from traditionalplanned economy system to market economy system. During the crucial phase oftransition, it is prone to cause contradictions and conflicts. Big obstacles in publicadministration and issues in administrative execution occur based on fact ofdevelopments of political system, administrative system and values still laggingbehind of the social and economic development and the administrative activitieslacking sound regulations and systems.In recent years, there appear cases of many disobedient administrative personnelinvolved in China, such as the case of He Yuntao which made waves at that time.From this, attentions must be fixed on the rights and obligations on administrativepersonnel, which are contradicted with each other. When faced with the illegal andimproper disorders from higher authorities, should the administrative personnelchoose to obey or refuse to accept? This would put the administrative personnel in anethnical dilemma. For this reason, it is practical to analyze the dilemma of ethnics inadministrative execution and solve the approach as well.This thesis consists of five parts. In the section of introduction, information ofthe research is elaborated, which include the source, background, significance andinstructive methods, etc. Emphasis is attached to the previous research onadministrative execution by some scholars home and abroad. In chapter two, theethnical principles in administrative execution are discussed, and the contradictionsand conflicts among principles of administrative execution are studied. In chapterthree, dilemma of obeying and disobeying is followed to be analyzed. Wherefrom, thecause of the dilemma remarked of importance can be inferred. In chapter four, theauthor attempts to study the instructive methods to solve the dilemma ofadministrative ethnics. According to method of internal control and external controlby Cooper and as well as real cases, the author tries to find the effective solution todilemma of administrative ethnics. In chapter five, research is conducted from aspectsof policy decision, system and organization in exploring methods to solve thedilemma. It is mainly a matter of improvement of chapter four so as to make thesolution better play its role in practice.
