On May 28, 2003, the ninth standing meeting of the State Council made the great decision about implementing of college students volunteer service in the western region(hereinafter referred to as the “western programâ€). During the 12 years from 2003 to 2015, over 100000 college graduates response Youth League central committee’s call, enthusiastically plunge into western grassroots, offering services like teach, medicine, agriculture and other aspects of 12 volunteer services. The program has carried forward the spirit of volunteer, boosted the economic development of the western region, trained and exercised outstanding young, to ease the pressure of the employment of graduates and make a great contribution to the long-term. In 2011, western program was included in the national major talent project “college students basic training programâ€. As of 2014, a total of more than 1500 college graduates in Guangdong join the western program, which has 1002 end the service period.Guangdong Province, as the gathering place of national high ranking colleges and universities, plays a role in the implementation of the program. For the volunteers of Guangdong, how satisfied are they with the program, what is the effect of the program on their growth. Solving these can not only find the bottleneck in the development of the program, but also critical to the program’s improvement and the future development direction, and to make a contribution to exploration of the training mode of the young in grass-roots unit of the party and the country. Previous studies on the western program are mostly based on the perspective of managers or the volunteers who are in service period, qualitative analysis mainly, also did not cover Guangdong volunteers. However, only those who has complete experience of the program has the right to speak on it, their satisfaction and evaluation of their service in the western is a silhouette of the program’s practice effect, only find out their psychological feelings of the program can we really find the problem and solve them, so that the program can have a long-term and sustainable development. Therefore, to break through the limitations of existing, this paper use Guangdong volunteers who have ended the service period as the object, questionnaires were made to 162 volunteers from 2003 to 2014, conducted depth interviews with a number of typical volunteers, field visited service units and the program office, a investigation and analysis model was built, and the software of statistical analysis and model analysis were used, to find the difference between the actual perception and expectation of the volunteers participating in the western program. After study, the paper finds out the difficulties for the program including the lack of protection and guidance of the voluntary spirit, the contradiction between development and orientation of the program, the absence of effective incentive and guarantee mechanism, and suggests establish a long-term mechanism from the volunteer recruitment stage, the service stage, after the expiration of the service stage, and gives a thought on the implementation of grassroots youth talent training mechanism.
