The Research Of Japanese Regional Life Support Network Under Regional Welfare Background

Japan has been entered the aging society as early as the 1970 s. With the increased proportion of aged population and severe situation of the pension, Japan provided a series of pension system to improve the structure of the social welfare. Recently, with the development of the society, the aged needs became diversification as the result that more and more aged people look forward to spend their twilight years at home which promoted the new pension system that occupy in the home. In 2000, Japan makes the content of regional welfare legal through The Law of Social Welfare to improve and build a new social system. And then Japanese Labor Ministry put forward the concept of regional life support network. The protective, accommodation, medical treatment, prevent and support has been used in construction of the regional welfare. This paper developed the situation of the Japanese life support network at present, to gain enlightenment from this analysis to China.This paper made a conclusion of the Japanese life support the network. The concept of regional life support network has been provided by analysis the structural components, objects and the ways of the enforcement. The Tokyo Setagaya life support network has been analysis in this paper. Firstly, analysis the necessity of the life support network based on the background. Then research the problem and solution of the Tokyo Setagaya life support network and analysed the challenges of the cooperation, communication and win-win of the Tokyo Setagaya life support network. According to the analysis, the measurement of avoiding the disadvantages has been developed in this paper.According to the experience of Japanese life support network and combined with the situation of the construction of the welfare system of China, this paper made a conclusion of the welfare system of China based on the perspective of government, market and culture. It is necessary to make a cooperation of the government, companies and people to integrate the resource which has been provided based on the rapid development of the aging. Improvement of community joint system, community service and comprehensive quality of people is necessary to support the welfare system of China.
