| As a crucial power in reforms and development, government officials play an important role in different affairs. It is beneficial to the selection of officials, the strengthening of a team, and the vigor of the leadership that we use scientific methods, appropriate standards, and complete procedures to evaluate officials’ performance comprehensively, objectively, and accurately.Therefore, establishing a scientific and comprehensive evaluation system for government officials has been an important topic of research. So far, there has been theoretical, as well as practical,macroscopic, as well as microscopic research on this topic. However, none of them is strong and systematic.Using methods of empirical research, this article conducts a thorough analysis of the problems and their causes in the evaluations of division-head level officials in Gansu’s meteorological departments. Moreover, we propose solutions optimizing the evaluation system.In the introduction, we present the background and significance of our research. We emphasize the new requirements for the evaluations of government officials since the 18 th National Congress of CPC and presents the scope of the research,. The second part clarifies relevant concepts,summarizes theoretical foundation. The third part introduces the structure and human resources of Gansu’s meteorological system, especially the organization of the division-head level officials.The fourth part analyzes the evaluations and satisfaction surveys of division-head level officials in Gansu’s meteorological offices. The fifth part analyzes the problems existed in the evaluation system of division-head level officials in Gansu’s meteorological system, and the causes of those problems. The sixth part proposes the goals, principles, and strategies of optimizing the evaluation system of division-head level officials in Gansu’s meteorological system. These will make the evaluations more scientific. In last part, We conclude the article and envision possible directions of future research.Officials of division-head level in Gansu province’s meteorological departments are a crucial power of the Gansu Meteorological Bureau. They play an important role in Gansu’s meteorological affairs. Further optimization of the evaluating and rating methods of division-head level officials can make the procedure more scientific, and the results more reliable. it can better encourage, regulate, and guide the officials and further promote the development of meteorological service in gansu province, contribute to economic development in gansu province. |
